مکزیک سومین کشور بزرگ امریکای لاتین (چهاردهمین کشور بزرگ جهان) است که دارای جمعیتی بیش از 117 میلیون نفر و مساحتی حدود 2 میلیون کیلومتر مربع میباشد. نظام آموزش پایه این کشور شامل مقاطع K1 تا K9 است. بیش از 25 میلیون دانشآموز در 227000 مدرسه در آموزش پایه مشغول به تحصیل هستند. هرکدام از این مدارس دارای یک مدیر هستند که طی 200 روز تحصیلی در هرسال نقش بسزایی در کارکرد مدرسه ایفا میکنند. مدیران دارای بیشترین تعداد و جایگاه شغلی در کشور مکزیک هستند.در این قسمت به تحلیل عملکرد و چالشهای مدیران مدارس آموزش پایه خواهیم پرداخت. در ابتدا به توصیف سازوکارهای عمومی در مدیریت نظام آموزشی مکزیک، سپس به کشف چالشهای موجود در نظام آموزشی این کشو و نهایتاً نیز به بررسی نقش مدیر مدرسه در نظام آموزشی از یک رویکرد رسمی میپردازیم. مقام آموزشی مسئول در سرتاسر کشور مکزیک دبیرخانه آموزش عمومی (با اختصار SEP در زبان اسپانیایی) است که مسئولیت مدیریت نظام آموزشی مکزیک را بر عهده دارد. از این رو، SEP یک نهاد دولتی است که با هدف ایجاد شرایطی برای دسترسی تمام شهروندان به آموزش با کیفیت در هر سطح و نوعی که تقاضا داشته باشند، فعالیت میکند.

Country’s School System and Current Challenges
Mexico is the third largest Latin-American country (14th overall) with over 117 million inhabitants distributed in 2 million square kilometers. Its basic education system, from grades Kl to K9, serves a population of over 25 million students, distributed in approximately 227,000 schools (INEE 2012). Each of these schools has a principal, who should play an important role for these schools to work at least 200 days a year. It is the administrative position that represents the most numerous group of administrators in the country. This section analyzes the performance and challenges of basic education school principals. It describes the public organism responsible for administrating the Mexican educational system, then it characterizes the challenges that educational system faces, and finally it deals with the role of the principal in the educational system from the official approach. In Mexico, the educational authority nationwide is the Secretariat of Public Education (SEP, as its acronym in Spanish), which administrates the Mexican educational system. In this regard, the SEP is the governmental entity that pursues the objective of creating conditions that ensure access to quality education for all citizens, at the level and mode they require it and in the place so demanded
