The contribution of international law to achieving global sustainable energy production and consumption
In the context of sustainable development, energy has recently achieved prominence at the World Summit on Sustainable Development, held in Johannesburg in September 2002. The Plan of Implementation agreed to at this Summit represents the first substantive international agreement that charts a way forward towards reducing energy consumption in developed countries and ensuring that all humankind has access to modern energy services. This instrument may be viewed as the first step towards a global energy policy. Further work and international instruments will be required to ensure concrete action. Against the background of this evolving area of international law, the authors reflect on the possibilities for achieving a global consensus on sustainable energy production and consumption. The authors advance proposals for a non-binding universal Statement of Principles for a Global Consensus on Sustainable Energy Production and Consumption, which could become the core for developing “soft international law ” on energy sector development and inter national cooperation in energy
